Lapsed proposals to redevelop a patch of Blackburn open land blighted by fly-tipping are back on the planning agenda.
Kabir Sharif has re-applied for planning permission to build five detached bungalows on the tarmac and grassed area fronting onto Hollin Bridge Street in Ewood.
A previous approval for a similar scheme approved in October 2020 has now lapsed.
The land was sold by Blackburn with Darwen Council for housing.
Documents submitted with the new planning application to the authority said: "The scheme will redevelop an underutilised site within the urban area of Blackburn.
"The site is in a sustainable location for new housing in close proximity to public transport services and facilities.
"The site lies within ‘Hollins Bank’ which is a predominantly residential area.
"The proposed development site is a vacant plot of land which was purchased from Blackburn with Darwen Borough Council for residential development.
"The Leeds and Liverpool Canal is east of the site.
"The site is in an untidy state with evidence of fly-tipping and litter affecting the site.
"Hollin Bridge Street and the surrounding residential roads are passable for two-way traffic with well-maintained footways and street lighting.
"There is a 30mph speed limit and a weight restriction for heavy goods vehicles over the canal bridge east of the site.
"The proposed development consists of five bungalows, with a front and rear garden and off-street parking space per property.
"The proposed scale of the dwellings is not overbearing and does not cause an impact on the surrounding dwellings
"The proposed plots provide a continuation of the building line up Hollin Bridge Street.
"Each property will have two bedrooms with an adaptable bathroom.
"The remaining living space will consist of an open plan kitchen/dining/lounge area.
"The dwellings will be constructed from a red/brown brick with a grey tile roof in order to tie in with the local material palette.
"The plots will be separated by low retaining boundary walls due to the nature of the sloping site, finished with a 1.2 metre high close-boarded timber fence at the rear for privacy.
"The design intent is to create highly efficient dwellings
"The proposals amount to windfall development within the Blackburn urban area and therefore form an important component of the council’s identified housing supply.
"The proposal is of a high-quality design.
"The proposed scheme will have a negligible impact on the Grade II-listed canal bridge."
