A former Blackburn church has had plans approved to become a 'stepping stone' house for children leaving local authority care.
Nelson-based Identity Care Housing can now convert the eight-bedroomed property, known as The Vicarage, in Bentham Road, Mill Hill, into a home for semi-supported living for up to four care leavers aged 16 to 25.
The house was previously the Bentham Road Methodist Church.
The young people would be helped and supervised by a maximum of four non-resident carers on a rota basis with one sleeping overnight.
The firm has been granted a certificate of lawful use for the conversion of the property by Blackburn with Darwen Council.
Supporting documents told planners: "The existing building is currently in good decorative and structural order.
"Care leavers, young people who have spent time in the care system, face significant challenges transitioning to adulthood.
"In England, semi-supported accommodation offers young people between 16 and 25 a stepping stone towards independence.
"The applicant does not provide personal care, 24-hour one-to-one support or clinical support.
"The residents will gain valuable life skills and build confidence before moving on into their own place."
A report by planning officer Nick Blackledge recommending approval said: "The application site relates to Bentham Road (former) Church, Bentham Road, Blackburn.
"The building comprises two storeys and features external walls constructed of red brick, which is typical of the local architectural style.
"The property includes both front and rear gardens, and a hardstanding area to the front, providing off-road parking for vehicles.
"Accordingly, it is considered that the proposal, in principle, would be Use Class 3b, by virtue of resident numbers (no more than six), their age range, and the degree of care.
"It is considered that the level of activity and disturbance generated by the proposal - i.e. from comings and goings - would not result in a material change of use, due to the likely nominal difference in activity arising from the maximum use of the existing dwelling.
"Moreover, the premises would retain the overall appearance and character of a conventional residential dwelling, with no alterations required to facilitate the use.
"Accordingly, on the balance of probabilities, it is accepted that the proposed use as a C3(b) dwelling (with care) is a permitted change of use, not requiring express planning permission, thus enabling the grant of a Lawful Development Certificate."
