A contract has been awarded to resurface eight roads in Blackburn and Darwen during the 2024/25 school summer holidays.
The work has been given to Tarmac Trading Limited.
The project is due to start on August 5 and be completed by September 1 so that all works within the contract are completed within the school summer holiday period.
The eight roads where resurfacing will take place are:
- Bolton Road
- Lammack Road
- Livingstone Road
- Harwood Street
- Amber Avenue
- Beryl Avenue
- Mill Gap Street
- Inverness Road
A report by Blackburn with Darwen Council's strategic director of growth and development, Martin Kelly, approves the contract award of Capital Surfacing Phase 2 School Holidays Package to Tarmac Trading Ltd.
It says: "A list of projects and surfacing sites to improve/maintain highway infrastructure was approved in the executive board report “Highways Capital Programme 24/25.
"The contract package for the following approved sites went on to Lot 1: Bolton Road, Lammack Road, Livingstone Road, Harwood Street, Amber Avenue, Beryl Avenue, Mill Gap Street, and Inverness Road.
"Within Lot 1 for Footway and Carriageway Surfacing treatments, there are three contractors available. Tarmac Trading Ltd, Bethell Group plc and Aggregate Industries.
"Only Tarmac Trading Limited and Aggregate Industries provided responses to during the tender process and these responses were both valid.
"The contract is to be awarded to Tarmac Trading Limited as they have submitted the lower tender price.
"The main risk was around the delivery timeframe for the surfacing works.
"The contract declared an allowed timeframe for the work to be undertaken to manage the impact on the network, especially around school locations.
"Tarmac Trading Limited submitted a proposed programme timeline as requested and this is within the contract requirements, so whilst the risk still exists, it has been mitigated and is considered to be very low.
"The tender return was lower than the available budget for the projects.
"The capital surfacing contract will be managed by existing staff within the highways service."
