A people carrier stopped on a motorway had 15 people inside, police said.
Officers from Cheshire Motorway Patrol pulled the car over after suspecting it was overloaded.
They said they were shocked to find 15 people, including children, inside the vehicle all not wearing any seatbelts.
The Vauxhall Zafira is legally able to carry seven people.
The driver and and the unrestrained adults were issued with issued tickets.
