Four new industrial units are to be built on land close to the M65.
They will be in Chanters Way close to the motorway's Junction Four in Lower Darwen.
Bury-based businessman Mohsin Alli has been granted planning permission for the development by Blackburn with Darwen Council.
It is one a site where a previously approved scheme from 2019 for five industrial units was only partially built.
A report recommending approval with 15 conditions by planning officer Nick Blackledge said: "The application site (holds a position at the junction of Lower Eccleshill Road and Chanters Way, Darwen. Access is taken from Chanters Way.
"The site lies within a designated Primary Employment Area and is bounded to the north by the M65 motorway with industrial and commercial premises to east, south and west.
"The site has a number of level changes with the most significant fall (circa three metres) on the western edge adjacent to Lower Eccleshill Road.
"Planning permission is sought for the erection four industrial units and associated landscaping.
"Requested offsite highway works include the provision of pedestrian access to site on Chanters Way and street lighting along Lower Eccleshill Road.
"The applicant has subsequently agreed to the provision of the footway but not the provision of street lighting.
"On balance, officers consider that the highways request for of street lighting has not been sufficiently justified in this instance.
"It is accepted that no significant adverse impact on the local highway network would arise from the development.
"The development previously approved in 2019 has commenced, albeit in breach of a number of conditions.
"The building layout on the site is a linear arrangement in response to the acoustic separation required due to the location of the M65 motorway.
"The result is an inward-looking terrace.
"The scale of the proposed building is commensurate with the wider employment area.
"Accordingly, the proposal is found to comply with the requirements of the council's development plan."
"The development comprises 15,300 square feet of employment use in one linear block providing the possibility of extending two units into one should demand exists.
"Tree planting will provide both visual amenity and acoustic screening.
"The buildings are simple clear span portal frames with a six metre to eaves height and provide essentially a single storey structure."
