A man caused a disturbance at the Probation Service offices in Accrington.
Blackburn magistrates heard that when police attended at the Globe Centre, Isaac Kendall was abusive and aggressive towards them.
Kendall, 20, of no fixed address, pleaded guilty to using threatening behaviour.
He was fined £80 which was deemed paid because he had spent more than 24 hours in custody for a non-imprisonable offence.
Suanne Byrne, prosecuting, said the charge was aggravated by the fact the police officers were simply acting in the execution of their duty.
David Lawson, defending, said his client accepted his behaviour fell below the standard expected.
