A Blackburn dessert bar is to become a new hot food takeaway.

Khalid Choudry has been granted planning permission for the conversion of Sugamore in Whalley New Road in Brownhill, Roe Lee.

A report by planning officer Tom Wiggans, recommending approval with six conditions, says: "The application site is an end-terrace commercial premises, presently used as a dessert shop, with a car sales and repair garage on the other side, located within an established district centre within the urban boundary of Blackburn.

"It is within a parade of five other retail shops with two houses sandwiched between retail shops.

"The premises have a large front area which is used of loading and unloading, there is currently no restrictive parking adjacent to parade of shops and the application site.

"The rear yard area which leads onto Perry’s car park is used for emergency access only.

"The application site currently operates as a dessert shop and the whole of the ground floor rear area is used for kitchen and cold storage area, the first floor area is generally used for storage of goods, and an ancillary office.

"The premises currently employ two full time staff and are open between the hours of 3pm and 11pm.

"Usable space would comprise a customer standing area, shop with an area for preparing food, and a display counter.

"The rear of the building will remain unchanged and would continue to comprise a kitchen and cold room and WC area, and first floor storage and staff use.

"Opening times are 11am to 11pm.

"Four objections were received to the plans as originally submitted on issues including increased traffic and parking problems / illegal parking; fumes and odours; noise and disturbance; obstruction and unsociable hours.; litter, rodents and hygiene issues; effect on other businesses; and fire risk.

"Amended plans were submitted and a full re-consultation of neighbours was undertaken No objections were received.

"Given the general health of the district centre and the availability of a range of alternative uses, the proposed hot food takeaway is not considered to result in an over concentration of takeaways.

"The application site is not within 400 metres of a school, and there is only one hot food takeaway within the 400m radius (Brownhill Chippy, 758 Whalley New Road). "
