A 59-year-old man arrested in Leyland after a police raid uncovered suspicious items has been released on bail.
An investigation is now being led by Counter Terrorism Policing North West with help from Lancashire Police and partner agencies.
Police yesterday (June 22) cordoned off the area around the Civic Centre council offices. There were reports of 'armed police' at the scene and suspected bomb-making equipment.
Police carried out a pre-planned warrant at a house and found suspicious chemicals and potential explosive equipment.
A 59-year-old man was arrested at the scene on suspicion of offences under the Explosives Act.
The cordon has now been lifted around the property and residents who had been evacuated are now able to return to their homes.
A police spokesperson said: "We would like to thank the local community for their co-operation and support while we dealt with this complex and fast-moving incident."
