A RESIDENT at supported living accommodation racially abused a taxi driver who had taken him home.
Blackburn magistrates heard Phillip Wiggins had an extensive record for drink related offending and had caused problems for residents close to the unit in Exchange Street, Darwen.
The court was told the prosecution intended to apply for a criminal behaviour order to curb the defendant's behaviour in the future.
Wiggins, 58, of Exchange Street, Darwen, pleaded guilty to racially aggravated threatening behaviour. He was fined £200 and ordered to pay £85 costs and an £80 victim surcharge.
Suzanne Byrne, prosecuting, said the defendant lived in supported living for adults with special needs.
"Having returned home in a taxi he had a disagreement with the driver which was witnessed by a member of staff and neighbours," said Miss Byrne.
"He used racially abusive language towards the driver who left before the police arrived."
Peter King, defending, said his client had special needs which was why he was living in the supported accommodation.
"He was involved in a road traffic collision when he was much younger which resulted in a fractured skull and a brain injury," said Mr King.
"Linked to his alcohol dependency it is a combustible mix. Regrettably he has come into contact with people living in the area which has resulted in the application for a criminal behaviour order."
