Police have seized 83 boxes of nitrous oxide canisters following a raid in Rawtenstall.
Officers attended a property on St James Row where a man was arrested for growing cannabis.
Also at the location were 83 boxes full of nitrous oxide canisters.
A police spokesperson said: "Not only do these little silver coloured canisters litter the streets and public spaces but their use is linked to anti-social behaviour."
Last month, the government announced plans to make nitrous oxide or laughing gas a class C drug, according to its anti-social behaviour action plan, which could see users facing up to two years in jail and unlimited fines.
Current legislation prohibits the knowing or reckless supply of nitrous oxide for inhalation.
