A MOTORIST seen by police driving while using a mobile phone did a quick U-turn after being issued with a fixed penalty.
Blackburn magistrates heard that Mohammed Bashir Patel found the officers who had issued the ticket and confessed he had given them false details because he hadn't passed his test.
Patel, 25, of Whalley Range, Blackburn, admitted obstructing a police officer, using a hand-held mobile phone while driving, driving other than in accordance with a licence, and without insurance.
He was fined £300 with £75 costs and made subject to a conditional discharge for six months.
Daniel King, defending, said Patel had immediately realised the stupidity of what he had done and did what he could to put things right.
