Hyndburn Planning Committee has approved the scheme for the former Albert Mill in Mary Street, Rishton.
The planning permission includes the imposition of 27 conditions on the project submitted by Liverpool-based Calico Property Developments Ltd.
They include a 'Keep Clear' marking and yellow box at the Mary Street junction to aid traffic management which was added at the request of meeting chairman Cllr Dave Parkins.
The committee had received an objection from a nearby resident concerned about road safety at the junction. The site has been unused since February 2006.
