A MAN who had been causing problems on Whalley Range since 7.30am ended up causing a one-man road block.

Blackburn magistrates heard police were called initially because of reports of Mohammed Patel screaming and shouting in the street.

He was spoken to and appeared to have left the area but they were called back at 10am because Patel had been abusive in a shop and was blocking traffic in the road.

"When the police arrived the road was blocked because of the defendant," said Tess Kenyon, prosecuting.

Patel, 38, of no fixed address, pleaded guilty to using threatening behaviour and being in breach of a community order imposed for racially aggravated assault, assault and criminal damage.

He was fined £50 with £34 victim surcharge for the public order offence and jailed for 14 days for the breach of the community order.

The court was told it was the second breach of the order and Patel had shown "wilful non-compliance."

Gareth Price, defending, said his client accepted he was shouting on the street and positioned himself in the road in a way that made it difficult for cars to manoeuvre past him.

"He also accepts that he hasn't maintained contact with his probation officer," said Mr Price.

"He was made homeless and since then has suffered three separate assaults.

"In one of them his mobile phone was stolen, making it difficult for him to communicate with his probation officer.

"He is not simply turning his back and wilfully disengaging from supervision."
