A TRAFFIC warden followed a car and issued a ticket while it was standing at traffic lights after a dispute with the motorist.
And the driver was given another ticket, for littering, after the warden claimed Andrew Tighe threw the parking notice on the floor.
Mr Tighe, a bus driver from Lindsay Street, Burnley, was parked in a no-loading area in Church Street, Blackburn.
He said that he told the warden he would only be "two minutes" as he was trying to programme his satellite navigation system.
But council bosses said Mr Tighe had become "abusive" towards the warden after "ignoring two polite requests to move on".
They said Mr Tighe then drove off as the warden tried to leave the ticket on his windscreen.
Mr Tighe said the warden was "in hot pursuit" of his car, before issuing the ticket at the lights in Church Street. He said the ticket fell off as he drove away - but council bosses said he got out of his car and threw it on the ground.
The episode has left Mr Tighe facing a £75 litter fine on top of the £60 parking ticket.
The 36-year-old said: "She told me I had to move. I told her I was programming my sat nav and would only be two minutes.
"But she said no, you will move now', and so I pulled out the space. She started walking alongside my car. I came up to a set of traffic lights and I saw she was in hot pursuit of my vehicle.
"She put it behind my windscreen wiper. I drove off and the ticket fell off. Two weeks later I got a penalty notice for littering."
Coun Alan Cottam, executive member for regeneration, said: "Without such (parking) controls we would have mayhem and gross obstruction on our streets."
