A man has been caught on camera fly-tipping in a layby on a rural road.

The CCTV was captured last Tuesday evening by Ken Tyson who says this is the second such incident at this spot in a matter of days.

The man, who was wearing shorts and flip-flops, despite the road being covered in snow, can be seen parking in the layby in a Transit van before getting out, opening the back and side doors, pulling a mound of rubbish out and launching it onto the floor.

The incident took place on the Long Causeway in Cliviger, about a mile from the Kettledrum pub.

Mr Tyson said: "I believe I have the registered number of the van, and among the fly-tip there was paperwork from a shop in Scotland.

"This is an ongoing problem in this area, with these people feeling that they can defile the beautiful countryside.

"I believe someone else saw the same van the day after and we think the occupants are travelling long distances through England and into Scotland.

"This is the second incident in a very short time frame, with the first being on December 30."

Cliviger and Worsthorne ward councillor on Burnley Borough Council, Cllr Andrew Newhouse, said fly-tipping in any shape or form was unacceptable, and regardless of the situation with coronavirus and lockdown there were ways and means of disposing of rubbish correctly.

Cllr Newhouse said: "Anyone can use the council's collection service and I think the council has even halved the fee this year, so it's even cheaper than it was.

"The council will always look to stop incidents like this from happening but that all depends on the type of fly-tipping it is. It's ok the council having tips but if someone is coming from out of town it's going to be difficult to detect by the council and there's then not much we can do.

"It's an ongoing issue and there's been more and more of it over the last few years and certainly in the last few months.

"We need to be talking to each other more, acting like a neighbourhood watch - the police can't be everywhere at once, so as residents and as a council we need to work together.

"Any incident like this should be reported via the council's website to make sure it is followed up."
