British Transport Police were called to Blackburn railway station after a man threatened to shoot staff.
The man, thought to have been a vagrant, was drunk and abusive at 7.15am on Tuesday, police said.
Despite his threat he did not have a weapon on him, according to officers.
A 31-year-old man was arrested on suspicion of being drunk and disorderly.
