Labour held on to the Hareholme seat on Rossendale Council by a narrow margin in a by-election.
The party's candidate Colin Crawforth polled 591 votes, oustripping Conservative Jason Gledhill, who received 520 votes.
Turnout for the poll, which was counted at Kay Street Baptist Church in Rawtenstall, was more than 26 per cent.
The by-election was prompted by the death in August of Coun Peter Gill, a former borough deputy mayor.
