A PERVERT was found to be in breach of public protection orders within days of being released from prison.

Blackburn magistrates heard Carl Clifford Windsor told officers carrying out a compliance visit he only had one internet enabled device.

But the police were suspicious and when they returned a second time discovered a smart phone hidden behind a notice board which was screwed to the wall.

Windsor, 32, of Haworth House probation hostel, St Peter Street, Blackburn, pleaded guilty to two breaches of a sexual offences prevention order and failing to comply with requirements of the sex offender register. He was jailed for a total of 30 weeks.

Catherine Allan, prosecuting, said Windsor had been jailed in 2017 for possessing indecent images of children and sexual assault on a female child.

He was made subject to the sexual harm prevention order and in March of this year he admitted breaching the order. He was recalled to prison and released on August 21.

"These latest offences come within a week of his release," said Miss Allan.

She said having found the phone police discovered that Windsor had been accessing the internet in a name that had not been notified to them as required.

"These were deliberate breaches and he went to considerable lengths to hide the phone from the police," said Miss Allan.

Colleen Dickinson-Jones, defending, said Windsor believed the orders interfered with his freedom.

"I have explained to him that is exactly what they are for," said Mrs Dickinson-Jones.

"The orders will continue to restrict his activities until a court directs he no longer needs to be supervised."
