The owners of So Bar in Clitheroe failed in their second bid to construct an outdoor seating area in King Street.
Ribble Valley Council opposed the resubmission of plans to convert a garage in to storage space plus an outdoor area where people could drink and smoke.
The proposal was turned down earlier this year because of concerns over noise and the affect on residents.
