DELAYS have hit a bid to clear up a borough’s streets.
Kingdom Services had been due to start work in Hyndburn on October 1 but cabinet member for environmental services, Cllr Paul Cox, told a council scrutiny meeting there had been a problem.
Cllr Cox stressed the scheme would still go ahead and there would be a planned two-week period where litter louts are warned rather than handed an on-the-spot fine.
Kingdom will carry out enforcement work on behalf of the council through visible enforcement patrol teams.
They will have the authority to issue on-the-spot fines to anyone they catch failing to clean up after their dog, or dropping litter, cigarette stubs and chewing gum on the floor.
Cllr Cox said: “Due to resources and a legal issue, Kingdom have not actually started out yet and they are instead beginning on Monday.”
He said the scheme would still have a positive effect.
Cllr Cox said visits to Blackburn and Burnley, where Kingdom also have council contracts to hand out fines, have proved it works.
