A yellow Vauxhall Combo van was stolen after the owner left it unlocked with the engine running while he visited a cash machine in Parliament Street.
The van was later found in Emily Street, Burnley, but tools worth a total of £780 had been taken from it.
The thief was described as white, slim, clean-shaven and around 40 years old, wearing blue jeans.
