Whitefield ward councillor Nadeem Ahmed has called for a crackdown on unlicensed market traders after complaints from legitimate sellers.
He told Pendle Council's Nelson Committee: "These people are not paying their way, they are not licensed and they are taking business away from proper businessmen.
"It needs to be stopped."
