Residents at the Haslingden and Districts Area Forum complained that the area outside Georgia Pacific paper factory, Stubbins, was often littered with cigarette ends because no bins were provided to put them in.
Rossendale Council Neighbourhood Environmental Action Team manager Heidi Finlay said she would approach the company about the issue.
