Makda will also be on the sex offender register for five years.
Blackburn magistrates had previously heard how Makda tried to shake hands with a shop assistant and pulled her towards him.
She pulled away and walked off, but the defendant moved over to another young woman who was with her grandmother.
He shook her hand, pulled her towards him and kissed her on the hand before puckering up his lips and trying to kiss her on the lips.
A member of staff screamed at him which made him stop.
Makda, who was also convicted in 2012 of sexually assaulting six random women aged 14 to 56 in a town centre groping rampage, was also made subject to a sexual offences prevention order.
