Issues voted on by more than 32,000 youngsters across Lancashire will be raised, including the Living Wage, mental health, work experience opportunities and exam re-sits.
Matthew Tomlinson, Lancashire County Council's cabinet member for children, young people and schools, said: "This is a phenomenal level of engagement. Young people in Lancashire and further afield really have jumped at the chance to express their views on issues that matter to them.
"This doesn't altogether come as a surprise to me. As I travel around the county talking to young people, I am frequently reminded that they care passionately about a whole range of issues.
"This amazing turn-out is a tribute to Lancashire's members of the Youth Councils and the Youth Parliament, who worked incredibly hard to generate interest in the 'Make Your Mark' ballot throughout the county."
Chorley's youth MP, Kelly Swaby, 16, added: "Make Your Mark is vital to young people as it gives us a voice in what the UK Youth Parliament campaigns on. This year Chorley has given 5,799 young people a voice in a democratic process and an insight into the world of voting. I look forward to representing Chorley at the debate in the House of Commons in November."
