A controversial plan for up to 220 houses in Longridge has been refused by Ribble Valley Borough Council.
The plan by applicants Taylor Wimpy for Dilworth Lane and Blackburn Road was defeated by a vote of 10-0.
Councillors on the planning and development committee also voted on separate plan for up to 275 homes in Waddington Road, Clitheroe.
The committee, chaired by Coun Terry Hill decided to defer their approval subject to work delegated to the director of community services being completed.
