UNLICENSED scrap metal dealers operating in Ribble Valley have been warned they face fines of up to £5,000.
The borough council said it intended to use new laws designed to stamp out metal theft.
Dealers need to apply for a licence to operate under the Scrap Metal Dealers Act 2013, that came into effect on October 1.
It gives local authorities and police powers to inspect premises where they suspect illegal activity. As well as having the power to issue licences, councils can refuse or revoke licences if a dealer is deemed unsuitable.
It applies to all scrap dealers, including mobile collectors operating door-to-door.
