CONTROVERSIAL proposals to build social housing behind Bacup Hub have been rejected by Rossendale’s planning committee.

Green Vale Homes wanted planning permission to build 10 two-bedroom and 10 three-bedroom homes on a council-owned field, just south of the Burnley Road venue.

But leaders of the 2nd Rossendale Scout Group came out in opposition - claiming the land was used for social activities by around 160 youngsters each week.

And Coun Jimmy Eaton, who represents Greensclough ward, said that one section of the land was officially deemed to be in the countryside.

Planning officers had recommended the scheme for approval, as they were content the site was in a ‘sustainable location’, and there were elements of affordable housing suggested. Only a small strip was outside the urban boundary.

Speaking after the meeting, Coun Eaton said: “This site has been used by Scouts, Guides and Brownies going back 20 years and is still used regularly today.

“There were also a number of concerns expressed regarding parking on the main road, especially with the shops nearby.”

He said that a better use for the site may have been as sheltered accommodation, given the location of similar housing nearby.
