We think this photo might have been taken from a church tower - perhaps the original clock had been removed leaving the ornate circular window.
Taken in 1964, you are looking over the Mill Hill area of Blackburn - a time when the mills were still everywhere and the terraced houses surrounding them had yet to be demolished.
