Therefore a consultation is being started with all interested parties invited to get involved.
Due to a cut in government funding of £31 million, over the next three years, all council services are being reviewed and in the case of the library service, the council is exploring community interest in running and supporting Livesey, Mill Hill and Roman Road libraries.
The libraries will be equipped with self-service machines to facilitate service delivery.
Volunteers would not be expected to take responsibility for a building but would act like stewards, helping to answer customer enquiries.
A series of public consultation meetings are arranged to which the public are invited.
The dates are Roman Road Library, Tuesday, January 6, 2015 from 5.30pm to 7pm. A similar meeting will be held at Livesey Library on Wednesday, January 7 2015, beginning at 5.30pm until around 7pm.
A third meeting will be held at Mill Hill Library on Thursday, January 8, 2015 from 5.50pm to 7pm.
Those who are unable to attend any of the meetings, you can still express your views by emailing library@blackburn.gov.uk or calling 01254 661221.
